Located in San Juan Capistrano, The PRS Group, a California corporation, assists businesses and property owners throughout most of Southern California with processing plans through governmental agencies. For nearly 25 years, The PRS Group has helped clients with the entitlement-to-use process on projects ranging from very large residential subdivisions and mixed-use projects to individual fitness centers and apartment complexes.
 

Conditional Use Permits (CUP)

Permits issued by cities for various special uses such as restaurants, hotels, recreation facilities, medical centers, churches, private schools, colleges, tow yards, self-storage facilities and other uses requiring special conditions and attention. The PRS Group has recently helped clients obtain dozens of CUP’s in southern California including the cities of Anaheim, Tustin, Orange, Westminster, Irvine, Fountain Valley, San Juan Capistrano, Mission Viejo, San Marcos, National City, Yorba Linda, Stanton, La Palma, Dana Point and San Clemente

Zone Changes

Changing zones or reclassifications is a common planning practice as economic forces and new land uses become popular. Repurposing of car dealerships and manufacturing buildings is one way  cities can maintain fiscal strength. Each city or county has special requirements for processing and the PRS Group understands the intricacies of navigating different systems.

General Plan Amendments (GPA’s)

Permitted by California State Law only a few times per year, this is a modification to the General Plan of any jurisdiction and is a multistep process.

• Variances or exceptions

Sometimes referred to as waivers. Depending upon the scale of the request, granting of variances is a common process sometimes handled administratively without need for a public hearing.

• Site Plan Approvals

Among the most common of actions taken by governmental jurisdictions. Again, depending on the size and scale of the project, site plan approvals are very common activities.

• Master Plans

Often needed for mixed use projects. The best process is a Specific Plan that contains design guidelines and standards specific to the intended development.
